Neo Turf Masters is the second golf game released for the Neo Geo/Arcade system. Players can choose from six golfers of different nationalities, each rated in five attributes: driving, accuracy, skill, recovery and putting. Then players can choose from four golf courses: USA, Germany, Japan, and Australia.

Before playing each hole, players can view the layout of the entire hole from an overhead view. Each shot from the fairway is viewed from a behind-the-golfer, first-person perspective. The game then switches to an overhead view to track the ball's progress. Putts from the green are viewed from an overhead view, with a side window showing the ball's course from a horizontal view.

Players have a wide selection of clubs to use. Before each shot, the CPU will choose the one it decides is most appropriate for the shot, but players can opt to choose their own instead. Before the swing, players can pan their views left or right to adjust the default shot angle, as well as use the B and C buttons to control hooking and slicing. There are two gauges that help to control how the ball actually travels. Players must first press the A button to determine their desired swing strength on the power gauge, then press the A button again to control the ball's height on the height gauge. This gauge has a red zone on both ends. On regular shots, the zone is very small, but its size increases with difficult shots like sand traps.
