Gears 2 Reaches Technical Top of Xbox 360

Gears Of War 2 franchise senior producer Rod Fergusson has recently said in an interview with Gamasutra that he believes that developers are "certainly approaching the upper end" of Xbox 360 development. Before we start arguing this, discussing previous generations and the PlayStation 3 versus the Xbox 360’s processing speed, here is the next quote from the interview: “I mean, I'm not the technical guy...”
So, in other words, he is talking out of his ass. Anyway, on to discussing previous generations and the PlayStation 3 versus the Xbox 360’s processing speed. Does Gears of War 2 look like what we thought this generation would be capable of? I mean, I don’t think it hits the “Next-Gen Madden” demo shown a few years back, and that was the promise of first generation titles of the system. Now we are possibly reaching the end, the apex, and textures and lighting have improved significantly, but the games look essentially the same as their 2006 counterparts.
Also, what does this mean for the console war? Gears 2 doesn’t look nearly as slick as Killzone 2, and that might not be the top of the PlayStation 3’s power. If the 360 starts petering off at Gears of War 2 while the PS3 is finally ramping up I expect to see a turn for the worse for the system. Then again, odds are by that time Microsoft will be readying the Xbox 720, so who knows.
What do you think? I saw Gears 2 over the weekend at PAX and it looks fantastic, but the top? Is it already over?
