Street Fighter IV Producer Deems Exclusive Characters "Unfair"

Yoshinori Ono, Capcom producer for Street Fighter IV, has commented in an interview during Leipzig that Street Fighter IV will not have console-specific or downloadable characters. Why, you ask? Because they are freaking unfair.
"Well this is just my policy, but I don't want to give an exclusive character for any particular console. And that applies to downloadable characters as well. Because it's not very fair, when you think about this as a board game or a tool. Hidden characters? If we're going to talk about hidden characters they won't be hidden any more!"
I don't know if he meant that in the "unfair to the consumer" or "unfair because Yoda is wicked cheap," kind of way, but I have to agree on both accounts. It made sense with Soul Calibur II because they were mostly system-specific. I don't think I'd be crazy to say that many Soul Calibur players felt cheated knowing they were going to be shorted a character in IV, especially when licensing couldn't be blamed. Anyone have any issues with Ono's comments, or are they pretty much in line with what gamers think?
