BBFC Lists Batman: Game of the Year Edition

The British Board of Film Classification's website currently includes a listing for Batman: Arkham Asylum Game of the Year Edition. The listing went up today, and assigns the game a rating of 15, and mentions that no cuts were made to the content of the game. Ok, so just what the hell is Batman: Arkham Asylum Game of the Year Edition?
Well, the short answer is “we don’t know.” The long answer is “we still don’t know, but we’re more than wiling to throw wild speculation out there.” So here goes…
Two DLC packs have been released for Arkham; the “Insane Night” map pack, which is free on the PS3 and 360, and “Prey in the Darkness,” which is available to all European gamers, and American PS3 owners. Those will almost certainly be included. Next, there’s the “Crime Alley” challenge room, which was a Collector’s Edition exclusive, and “Dem Bones,” the challenge room that came with GameStop pre-orders. These also seem highly likely to be included. Xbox 360 owners are probably most excited about the prospect of getting the Joker challenge rooms, which are only available on the PS3 version.
While it's entirely possible (and seemingly logical) for the new edition to feature all of this content, we honestly have no idea what Ubisoft has planned. Other games that get the GotY treatment tend to include all of the game's DLC and additional content, so for now, that's our guess.

What does Ubisoft have to do with Batman? Unless there's something I'm missing. I thought Rocksteady developed the games and Eidos published it. Did Ubisoft buy Eidos? I thought It was Square-Enix that did that. I haven't bought the game when it came out, but wouldn't mind picking this up.
